No documented interviews. No photographs. No meaningful follow-up.
Then Santos opened a fourth folder.
Inside was the earlier victim’s written statement. At the bottom of the page, someone had written a short note:
Victim withdrew complaint.
I read the sentence twice.
“Did she really withdraw it?” I asked.
Santos looked directly at me.
